Commissioner Phil is a member of Galactic Patrol. Phil only appears in the Space Ghost Coast to Coast comic stories. In the comic story "45 Minutes 'Til Showtime!", he called Space Ghost to save the planet Gorzo from The Evil Collector and The Schemer. Commissioner Phil reappeared in the comic story "The Big Winner", in where he was at the Lemmy award show.
